2. Period of loan will be upto 8 years. Period for margin money assistance (loan) will continue to be upto 5 years and working capital loan will be provided upto 3 years.

3. Moratorium on term loans for the projects/ godowns will be upto 3 years, depending on gestation period of the project. For margin money, working capital and investment loan to State Governments for share capital participation, there will be no moratorium.

4. In case of direct funding, processing fee shall be charged @ 0.5% of the sanctioned amount, not exceeding Rs.3 lakhs (0.5% of Rs.6 crores) in each case. However, processing fee shall not be charged for working capital loans upto one year.

5. Other terms & conditions as contained in Corporation’s letter of even number dated 15th October, 1984 shall continue to be applicable.

6. NCDC is charging interest at annual rests through state governments and at six-monthly rests in case of direct funding, as compared to monthly interest charged by other banks/ financial institutions.

NCDC’s record sanction of Rs 1001 crore to agro-allied sectors

NEW DELHI, May 7: The National Cooperative Development Corporation (NCDC), the only financing institution to exclusively support cooperatives, released an all time high amount of Rs 720 crore in 2001-02, sanctioning a record amount of Rs 1001 crore to the agro-allied sectors.

Presiding over the 54th general council meeting of the NCDC here today, Union Agriculture Minister Ajit Singh said for the current financial year (2002-03), the corporation’s programme involves an outlay of Rs 735 crore with emphasis on weaker section programmes, agro-processing sector and the like.

The minister also expressed happiness over the passing of the multi-state Cooperative Societies Bill. "It is a historic development which will have far reaching impact on cooperatives, he said.

Mr Ajit Singh said in the year 2002-03, an amount of Rs 331.5 crore, 45 per cent of the total outlay, was earmarked for agro-processing activities involving modernisation, upgradation, rehabilitation of existing processing facilities besides setting up of new units.

Rural economic activities for weaker sections like fisheries, dairy, poultry, handlooms and SC/ST cooperatives will have a provision of Rs 120 crore, constituting 16 per cent of the total outlay. For marketing and input sector and ICDP, Rs 110 crore and Rs 105 crore had been earmarked respectively.

The minister also announced that the NCDC was planning a special scheme for empowerment of women cooperatives. Earlier, it had reduced its interest rate for women income generating activities. The new scheme would further increase the involvement of women in the sector. Referring to the recently announced EXIM policy for 2002-07, the minister said 20 Agri-Export Zones (AEZ) have already been notified in addition to removal of several restrictions on export.

NCDC has already promoted cooperatives like mahagrapes and mhamango to set up export oriented units. Mr Ajit Singh expressed the hope that with the active support of the NCDC, cooperatives would be able to take advantage of the AEZ scheme.

In the wake of the advent of the WTO regime, the minister stressed the need to adopt aggressive marketing strategies and encourage value addition. The NCDC was also planning a new scheme for rehabilitation of sick processing units, he said.

Mr Hukumdeo Narayan Yadav, Minister of State for Agriculture and Vice President NDDC General Council, said the Corporation was expected to make a pre-tax profit of around Rs 80 crore in 2001-02.

Mr J N L Srivastava, Secretary (Agriculture and Cooperation) and Vice-Chairman, NCDC BOM, referring to initiation of extension reforms to help the farmer as an entrepreneur and member of cooperatives, said some headway has been made in formulating the agri-clinics/agri-business centre scheme.

Earlier, NCDC Managing Director P K Mishra, welcoming the gathering, said the important sectors for NCDC in the coming years would be marketing, fisheries, ICDP, dairy, food processing and the like. The new areas would be irrigation, water harvesting and bio-fertilisers amount others. The Corporation would also explore activities like agro-clinics, agri-business centres, tissue culture and bio-technology, he added. (UNI)

COOPERATIVE STORAGE

Agriculture cooperatives have been playing a significant role in stepping up the growth of agriculture production in the country through supply of farm inputs and other technical services to the farmers. Cooperatives also provide post-harvest services for procurement, grading, processing, storage and marketing of farmers’ surplus produce. These cooperatives are rendering an equally useful service by maintaining the supply line and distribution of consumer articles including essential commodities in rural areas.

To undertake these functions effectively, cooperatives require adequate captive storage capacity of their own at the village, mandi and rail head centres. To meet this requirement, The National Cooperative Development Corporation (NCDC) has been assisting primary cooperative societies working at the village levels. Besides, the Corporation has also been assisting cooperative marketing societies functioning at the mandi, district, regional, state and national levels for construction of godowns of their own to create storage facility, to expand the existing capacity and also for renovation/upgradation of rural godowns under the Central Sector and Corporation Sponsored Scheme. The Govt. of India in the year 2002 approved to provide Credit Linked Subsidy for construction/renovation/expansion of rural godowns during the period of 10th Five Year Plan i.e. from 2002-2007. Under the Scheme the construction of rural godowns can be taken up by cooperative societies in addition to other eligible entrepreneurs.

2. CONSTRUCTION/RENOVATION/EXPANSION OF GODOWNS

Under the Corporation Sponsored and Centrally Sponsored Schemes, primary societies are generally assisted for construction of rural godowns of 50 tons and 100 tons capacity and Marketing cooperatives in the range of 250 tons to 5000 tons capacity and in special cases, assistance is also provided for large sized godowns of 10000 tons capacity and above depending upon the potential.

For developing primary cooperatives into growth centres at the village level, NCDC assists for construction of an office room, a shop for sale of consumer articles and a residence for the Secretary or Manager wherever required with the rural godown. The Corporation also encourages primary cooperatives to prepare business development plans to expand their non-credit business and for fuller utilisation of godowns.

Under the Capital Investment Subsidy Scheme (Gramin Bhandaran Yojana), the assistance is provided for construction/renovation/expansion of rural godowns with a minimum capacity of 50 tons without any ceiling but subsidy is available for maximum capacity of 10000 tons & limited to Rs.37.50 lakhs, based on normative costs.

3. ASSISTANCE PROVIDED BY NCDC UPTO 31.3.2006:

The Corporation, since its inception in 1962-63, has been making systematic and sustained efforts to assist in the creation of scientific storage facilities at various levels in cooperative sectors. As a result of concerted efforts, the storage capacity assisted by the Corporation and owned by cooperatives has increased from about 11 lakhs tonnes in 1962-63 to 145.77 lakhs tonnes comprising of 56168 rural and 9718 marketing godown by the end of March, 2006. A total amount of Rs.64192.200 lakhs has been provided by the Corporation under its various storage programmes towards construction/renovation/expansion of godowns.

4. GOVT. OF INDIA SCHEMES FOR COOPERATIVE STORAGE

(a) Gramin Bhandaran Yojana, a Capital Investment Subsidy Scheme for Construction/Renovation/Expansion of Rural Godowns, introduced by Govt. of India, Ministry of Agriculture & Cooperation, Directorate of Marketing & Inspection. The NCDC is one of the implementing agency to provide funds to the cooperative societies.. Under the scheme 25% subsidy ( other than NE States, Hilly area, SC/ST cooperatives) and 33.33% subsidy for NE States, Hilly area and SC/ST Cooperatives are available. The required term loan is funded by Corporation from its own resources. This scheme is excepted to be closed by 31.3.2007.

Besides Gramin Bhandaran Yojana, NCDC is also providing financial assistance under Central Sector Scheme having provision of 20% subsidy in Cooperatively under developed states/UTs & 25% subsidy in cooperatively least developed states/UTs

5. ELIGIBILITY CRITERIA AND PROCEDURE INVOLVED ;

For financing through State Govt.

The eligible societies will have to apply to the Registrar of Cooperative Societies (RCS) for godown assistance. The prescribed application formats are available at the offices of the State Cooperative Departments and Regional Offices of NCDC. Based on the recommendation received from the State Govt, NCDC approves the programme and sanctions assistance for construction/repair/renovation of godowns.

For financing under direct funding

The societies in operation for minimum three years without any erosion of paid up share capital with cash profit in last three years of which net profit is in two years and are in a position to provide minimum 1.5 times security are eligible for availing financial assistance directly. The proposal in the prescribed proforma has to be submitted to the regional offices of NCDC.

Other eligibility criteria

i. Society should be democratically elected.

ii. Audit should be up to date

iii Repayment performance to DCB should be more than 50%.

iv. The society should own their land.

Category of Cooperatives eligible for assistance:

Primary agricultural cooperative societies (PACS)

Large sized agricultural multi-purpose cooperative societies (LAMPS)

Farmers’ service societies (FSS)

General purpose and commodity marketing cooperatives functioning at mandi, district, regional, state and national levels.

Other cooperatives engaged in procurement, grading, processing and marketing of agricultural and minor forest produce and distribution of agricultural inputs to the farmers, functioning at different levels

Wholesale cooperative consumer stores and state cooperative consumer federations, which have been selected and assisted as lead societies under NCDC’s Rural Consumer Scheme.

Application Procedure

1. Application should be in prescribed Proforma.

2. Audited financial statement for the last three year should be enclosed.

3. Resolution of the Board should be enclosed.

4. Project Report should be submitted along with plan and estimates.


Processing, Industrial & Service Cooperatives

Processing Cooperatives

NCDC has been implementing a Central Sector/Corporation Sponsored Scheme for providing financial assistance towards setting-up of agro-based processing units for plantation crops (Tea, Coffee, Rubber, Cashew, Arecanut, Spices etc.), food grain processing (rice/dal mills, bakery, roller flour mills, maize starch/ glucose plants etc.), oilseed processing units and various other processing units. (particle based, paper board projects, etc.)

Following activities are covered:-

· Establishment of new processing units.

· Expansion/modernisation/rehabilitation/diversification of existing units.

· Strengthening of share capital base

· Margin money/working capital to commodity cooperative and State-level Commodity Federations for expansion of their business activities

Service Cooperatives

In pursuance of Gazette Notification, dated 16.9.2002, 13.1.2003 and 21.6.2005 of Govt. of India, Ministry of Agriculture (Department of Agriculture & Cooperation), following services have been included under “Service Cooperatives for financing by NCDC :-

à Agricultural credit through Cooperatives;

à Labour cooperatives;

à Water conservation works/services, irrigation, micro-irrigation in rural areas undertaken by the Cooperatives;

à Animal care/health, disease prevention through Cooperatives;

à Rural sanitation / drainage / sewage systems through Cooperatives.

à Agricultural Insurance through cooperatives.

· Under agricultural credit, working capital assistance is provided to Cooperative/Land Development Banks towards meeting short-term credit requirements of their members for production/working capital/contingency credit needs for farm and non-farm activities. The assistance is provided against security like jewel (gold loan), pledge of receivables, FDRs etc. to the satisfaction of the Corporation.

· The Scheme for development of Labour Cooperatives will broadly cover the following :-

Þ Strengthening of Share Capital base/Margin Money assistance to Labour Cooperatives

Þ Purchase of construction related machines and equipment, tools and tackles loading/unloading/packing equipment as relevant to labour cooperatives.

Þ Establishment/Construction of Service Complex/ Godown by Labour Cooperatives.

Þ Computerisation, furniture and infrastructure for establishment of DATA Bank by National, State-level and District-level Labour Cooperative Federations.

Industrial Cooperatives – Cottage & Village Industries, Handicrafts/ Rural Crafts

· NCDC Act has been amended with effect from 16th September, 2002 enabling the Corporation, inter-alia, to extend financial assistance for promotion and development of "Industrial Cooperatives".

· The scheme for development of Industrial Cooperatives will broadly cover the following:

· Establishment of industrial worksheds/ units including plant & machinery for production/ fabrication/ assembling/ processing of industrial goods, handicrafts, rural crafts & other products.

· Expansion/modernization /renovation of existing industrial cooperative units.

· Construction of marketing infrastructure including showrooms/ warehouses/ transport vehicles etc.

· Strengthening of share capital base/ margin money assistance and working capital to industrial cooperatives for business operations.

· Establishment of Cooperative Industrial Estates for small scale industries.

· For development of Industrial Estates, while Central Govt., Ministry of Small Scale Industries provides grant up to Rs.2.00 crores (up to Rs.4.00 crores in case of North – East, J&K, Himachal and Uttaranchal), term loan for the same can be obtained from NCDC.

Developmental Programmes for UD/LD States

· Financial assistance is also available in the form of subsidy towards cost incurred by cooperative societies for undertaking the feasibility studies/preparation of project reports for establishment of processing units in respect of UD/LD States* subject to the condition that prior approval of the Corporation is taken before undertaking such studies and entrusting the work to the consultants.

· Financial assistance is also available in the form of subsidy towards cost incurred by cooperative societies for undertaking the feasibility studies/ preparation of project reports for establishment of processing units as indicated above in respect of UD/LD States, subject to the condition that prior approval of the corporation is taken before undertaking such studies and entrusting the work to the consultants.

Procedure for Sanction and Release of Assistance


Financial assistance to the societies registered under the State Co-operative Societies Acts is provided through the State Govt. concerned. Financially strong societies are eligible for direct funding with/without State govt. Guarantee and/or mortgage of assets. Co-operative societies registered under the Multi-State Coop. Societies Acts are financed directly.

a) Eligibility for Direct Funding

i) The society should have track record of working for last 3 years.

The cooperative societies, which are not in operation for more than three years, will normally be assisted through State Govts. However, the cooperatives in exceptional cases may be considered for direct funding, if in addition to the eligibility criteria indicated in para 1 above (as applicable), following additional securities are made available:-

· Government guarantee or guarantee of a scheduled bank.

· Personal guarantee of the Directors and collateral security if considered necessary.

ii) The society should have earned cash profit in the preceding 3 years and net profit in 2 out of 3 years.

iii) Net worth of the society is positive and there is no erosion in share capital of the society.

iv) The society should not have defaulted to any financial institution/bank.

v) NCDC assistance should be secured to the satisfaction of NCDC by way of providing mortgage, FDRs, hypothecation of receivable etc. or Govt. guarantees.

vi) The project should be technically feasible and financially viable.

vii) The project should fulfill norms set out towards environment-friendliness and pollution control.

Eligibility Criteria for Funding through State Govt.

i. Proposal should be recommended by concerned State Govt through which the assistance shall be provided.

ii. The project should be technically feasible and financially viable.

iii. Society should have adequate resources/capability to raise required share capital.

iv. The project should fulfill norms set out towards environment-friendliness and pollution control.

i) Appraisal of projects:

a. Proposals recommended by the State Govts. for financing are examined and appraised before placing the same for consideration of the Internal Screening Committee/Divisional Screening Committee, as the case may be.

b. Proposals received for direct funding are first placed before the Pre-Screening Committee (PSC). After clearance by PSC appraisal of the project is undertaken for placing the same before the Internal Screening Committee/Divisional Screening Committee as the case may be.

ii) Consideration of the proposals:

a) Project proposals involving block cost up to Rs.20.00 lakhs (except subsidy from the Corporation resources) and escalation exceeding this limit up to 20% of original sanction are considered by concerned Regional Directorates in consultation with Regional Screening Committee.

b) Project proposals involving NCDC assistance up to Rs.40.00 lakhs (except subsidy from the Corporation resources) and escalation exceeding this limit up to 20% of original sanction are considered by Divisional Screening Committee headed by respective Divisional Heads.

iii) Approval of Screening Committee

The direct funding proposals duly approved by Pre-Screening Committee and proposals involving financial assistance of more than Rs.40.00 lakhs and above supported with the appraisal report are placed before the Internal Screening Committee for approval.

iv) Approval of the Board of Management:

Proposal involving financial assistance of more than Rs.3.00 crores after clearance of the Screening Committee, are placed before the Board of Management of the Corporation for consideration of sanction of assistance.

v) Issue of sanction letter:

After approval of the proposals by the respective competent authorities Corporation’s sanction incorporating detailed terms and conditions is conveyed to all concerned.

vi) Release of assistance:

a) Assistance through State Govt.

Sanctioned assistance is considered for release by way of reimbursement finance i.e. the State Govts. first release the assistance to the beneficiary societies and thereafter claim reimbursement from NCDC. Upon specific request, advance release assistance is also made to State Govts. to be passed on to the beneficiary within one month from the date of receipt of assistance by State Govt.

· Term-loan - 25% ways and means advance is released after the society has acquired land/placed orders for plant and machinery and has collected 50% of the margin of security.

· Further releases are made in relation to the progress of the project and the latest statement of expenditure limited up to the item wise amount sanctioned by the Corporation.

· Investment loan is released in not more than 3 instalments.

· Margin money/working capital loan assistance is provided in one or two installments as per the requirement of the concerned society.

b) In case of direct funding

· Assistance will be released only after agreement is executed and on furnishing necessary securities in favour of the NCDC as per terms and conditions stipulated in the sanction letter.

· 25% ways & means advance would be released only after the society has raised 50% and utilized 40% of its equity by way of members’ share capital and internal accruals. Subsequent releases will be based on expenditure incurred and committed expenditure for one month as certified by CA

Computerisation Schemes

The Corporation is provides assistance for computer projects in the cooperative sector under Corporation’s Scheme for Developed States and Centrally Sponsored Scheme for Under Developed/ Least Developed States/UTs.

Assistance is provided for hardware, site preparation, system and application software and training.

NCDC’s Assistance

NCDC has been encouraging and financing cooperatives from primary level to State/National level, to install computers and evolve effective Management Information Systems. The Corporation has sanctioned Rs.1895.277 lakhs to 216 societies and released Rs.1550.618 lakhs up to 31/3/2006 under its computerization programme.

Conditions of Eligibility for NCDC’s Assistance

Following types of cooperative institutions are eligible for assistance

· National Level Federations/Societies

· State Level Federations/Societies.

· District level Societies and processing societies with turnover exceeding Rs.1.00 crore in the preceding year.

· Primary Agriculture Cooperative Societies/Banks with turnover of Rs.1.00 crore or more in the preceding year.

The cooperative should be financially sound and Viable.

NCDC Consultancy Services

NCDC has set up a new Business Division namely “NCDC Consultancy Services Division” (NCS) in January 2004 to provide expertise developed by NCDC over the last four decades. The new Division provides the much needed consultancy services, mainly for the benefit of cooperatives, other financial institutions, departments and organisations of the various Ministries of Government of India requiring the expertise available in NCDC. The consultancy is being offered on very nominal fees and the projects would also be considered for financing by NCDC subject to its normal conditions.

2. NCDC provides consultancy on efficient, time bound, cost effective, purpose oriented, productive and in a client friendly mode in any of the customary as well as in virgin areas to help client organisations for expansion/diversification of its activities, value-addition projects, or Organisation Development Intervention/Human Resources Development to render them capable of self sustaining/self renewal.


NCDC can provide consultancy on the following areas:

· Project formulation and feasibility studies

· Appraisal of projects

· Monitoring of projects

· Investment potential surveys

· Financing arrangement and loan syndication

· To help cooperatives in domestic marketing and import/export of agriculture produce

· Performance rating of cooperative societies

· Training and exposure visits

3. The Corporation has provided the following consultancy services:

· Feasibility report for setting up of cold storage at Palwal and Mewat areas by Haryana Warehousing Corporation.

· Engineering Consultancy for setting up of cargo facilities for handling perishables at Pune Airport by Maharashtra State Agriculture Marketing Board.

· Appraisal of Cold Storage projects financed by National Horticulture Board under Capital Investment Subsidy Scheme of Government of India.

· Training programme of APEDA officials on project appraisal.

· Preparation of standards for Effluent Treatment Plants by Agricultural and Processed Food Products Export Development Authority (APEDA).

· Project Report on modernization/rehabilitation of 5 Cooperative Spinning Mills in the Tamil Nadu by Department of Handlooms and Textile, Chennai.

· Engineering Consultancy for setting up of Onion Cold Storage by National Agricultural Cooperative Marketing Federation Ltd., (NAFED) at Lawrence Road, New Delhi (On Going).

· Comprehensive rehabilitation package in respect of Pondicherry Cooperative Sugar Mills Katterikuppam, Tamil Nadu (On going)
